Since that would enable them to improve the more important parts of the game.
If they made this feature now it would almost be like developing a whole new game just for a peepshow.
Not dissing your idea...just stating my opinion on what the concequenses might be.

Respectfully, screw that idea. They can implement that functionality after launch. No rush, no hurry. It would be like some awesome mech-version of Autovista. Come to think of it, if things really become that stable on the MWO development front, I believe an Autovista-like experience, with narration and a peek into the workings of the mechs would be a great addition. It would really be a way to sell the mechs to us! Tell us the history of the mechs while showing us up-close views of the mech, inside and out. Then do it with variants! I'm sold!
Please just do it after all main game modes have been released. This would be real icing on the cake.

Adding the mechanics to make such a thing possible would be the first step along the road to adding Elementals and other forms of power armor.
Imagine running short on C-Bills and your mech is in bad shape... What to do? Get together with 4 of your closest equally poor friends and try to take down that darn Atlas as a star of Elementals!
You have to admit that something that MWO is going to be missing, that should be an integral part of the BattleTech Universe, is all of the tanks, APCs, and the various power armors. You're going to kind of lose sight of the scale of a Mech if you don't have lots of little things buzzing around your feet that need stomping on!

But in the very least I would like to see an EVE online style character portrait. I only tried that game years ago, but back when I tried that game, the first thing you did was create a pretty detailed headshot of your character which everyone would see when interacting with you. How cool would it be to target a friendly or enemy mech and see the character portrait of that player? An example here.
Something that I never understood was why these games are called "mechwarrior" when they've never included out-of-mech content. Battletech is pure mech warfare. Mechwarrior is what added all the out-of-mech on foot RPG content. Thats where you had characters, stats, and human equipment like pistols, bodyarmor, etc. When I first heard about "Mechwarrior Online" my first thought was that it would feature both in-mech and out-of-mech play.
It's a dream for the future at least.

Fully agree with the injection of some RPG-lite elements into the game. Definately don't want pay-item monocle nonsense. Just an avatar (Even with their face covered by a neurohelmet is fine) and some first person interaction with your mechs in your mech bay would be a nice start.
Some big ideas you have there, Synra. Let's let the game mature a little more before adding to much out of mech content.
